Reassessment Work Beginning

Fincastle, VA – The Botetourt County 2020 reassessment is beginning with a market study of recent property sales in the County. Wampler-Eanes Appraisal Group, Ltd. of Daleville is conducting the market study, which it expects to complete by the end of December. The firm was contracted by the Botetourt County Board of Supervisors to update the values of all real estate in the County, effective January 1, 2020. State law requires that localities periodically adjust real estate values to 100% of fair market value for tax purposes. The County’s last reassessment was effective for the 2016 tax year.

The market study is expected to begin on or around August 23, 2018. Reassessment team members are evaluating sales from the past of all types of real estate to establish a base line of comparable values for the various types of properties in the County. This evaluation will involve both office and field work.

To oversee this process, the Board of Supervisors has appointed Gary Eanes as professional assessor for the 2020 reassessment. Mr. Eanes will also ensure that the reassessment is conducted properly and according to State law.

A team of appraisers from the Wampler-Eanes firm will personally inspect every parcel in the County, both    taxable and non-taxable, to establish the current fair market value of the real estate in accordance with State requirements. The appraisal team will also digitally photograph all of the improved properties in the County. Moreover, Wampler-Eanes’ field staff will carry photo identification badges indicating their affiliation with both the County and with the appraisal firm and will have magnetic signs on their vehicles identifying themselves as reassessment employees.

If residents are not home when an appraiser visits a property, the appraiser will leave a notice indicating that the property has been inspected. Residents are invited to call with any pertinent information, which can affect the value of their property. A telephone number will be on the notice if more information is needed or if the property owner wants to contact the reassessment office. Notices of the proposed 2020 assessed values will be mailed in January 2020. Property owners will then have an opportunity to appeal the assessed values.

The County will provide updates regarding the reassessment throughout the process. All work on the reassessment is anticipated to be completed by June 2020.
